Hi ron and andrew, I've resolved it.
First save the low resolution in .picnc
Then use a file node to import the .picnc image, then set to high
resolution, then at image filter check "point" instead of box.
The pixelated effect can be preserved from low resolution but will high

You need to index your pixel values on something that it resolution
independent. Using a normalized 0-1 "uv" index is a standard way. If the
patterns you want are created by 640*640 - then index on uv*640.
