Yes, this has happened to me in the past. At first I thought it was because of "Contact Grouping", but I saw that it is off by default.
So my new explanation (that doesn´t fix anything) is that the data we see is the impulse of one substep, and maybe adding all the substeps value per frame, it does add up to a higher value, which would explain why you have to put such a high value...
...but this is just a theory, like the one who explains there is a place where all the lost pens in the world go...:p
I, too, would like to have a confirmation on the true explanation for this.
