Hi Jeff,

It depends on the setting of the Per-Pixel Blur toggle parameter. If on, 
the mask is used to scale the blur radius on a per-pixel basis. If off, 
a constant blur is applied and the result is blended with the input 
based on the mask. There is a similar toggle in the Defocus COP as well.

The float value of the parameter determines the step size of the kernel, 
defaulting to 0.1 (so it'll perform blurs of 1.1, 1.2, 1.3 ... 10, for 
example). This is mainly for performance (smaller values will take 
longer, with very little noticeable effect). Also, the mask values are 
always clamped to [0,1] before applying the blur.
